Can a non-EU citizen own 100% of a Cyprus company?

Short answer

Yes. The Companies Law, Cap. 113 lets any one or more persons form a private company and sets no nationality or residence condition for shareholders, and the Registrar's guidance has none either; living and working in Cyprus is a separate question, decided by the residence rules.

Companies whose shares are mostly held by non-EU nationals are common enough to have their own route: the Business Support Centre registers them as companies with foreign interests, which lets the company employ non-EU staff, including its owner, under the Migration Department's policy.

Ownership from abroad has two practical consequences. The beneficial owners go in the UBO Register whoever the shareholder is, and a company controlled by non-EU owners needs the Council of Ministers' permission before it buys property in Cyprus.
