Can a non-EU citizen buy property in Cyprus?
Short answer
Yes, with the Council of Ministers' permission under the Immovable Property (Restriction of Purchase by Aliens) Law, Cap. 109. Until it is granted, the sale contract gives no right to the property, and a registration made without it is void.
A company controlled by non-EU owners counts as foreign too, and so does buying shares that would put a property-owning Cyprus company under foreign control. A lease of more than 33 years counts as a purchase. Further conditions apply to land beyond what a home or business premises needs, and in any case above two donums.
EU and EEA citizens, and companies established there, are not affected.
