Is there a tax treaty between the US and Cyprus?
Short answer
Yes. It was signed in Nicosia on 19 March 1984 and has been in force since 31 December 1985. Its saving clause lets the US tax its citizens as if the treaty did not exist, with a few exceptions.
The exceptions that matter most to Americans in Cyprus are the article on relief from double taxation and the rule that US Social Security benefits are taxed only in the US.
In practice, an American in Cyprus relies mainly on the foreign tax credit and the foreign earned income exclusion, not on the treaty, to avoid paying twice.
